Letter to the editor: Why spend on special election?

Can someone explain to me why there will be a special election six weeks prior to the primary election instead of just making the race part of the primary (“March 17 special election set to fill Justin Walsh’s former state House seat,” Jan. 7, TribLIVE)? Why must the extra expense be incurred?
