Complaints Tuesday about two people acting strange near a church and fire department in Salem led state troopers to recover a stolen commercial vehicle, according to court papers.

Police arrested the pair, who they said appeared to be under the influence of drugs. Kody Ronald Nicholas Konop, 29, of Hempfield, and Hailey Ann Grimm, 22, of Ligonier Township, are charged with receiving stolen property, driving under the influence and related offenses.

Troopers fielded two phone calls about the pair around noon. The first caller described them as arguing outside a pressure washing business’ box truck near Forbes Road Volunteer Fire Department after seeing them driving around the village and in a church parking lot, according to court papers.

A second caller reported they were throwing items into a large trash receptacle at a business. Both callers said they believed the pair were on drugs, according to troopers.

When police located Konop and Grimm, police said they found a pipe with methamphetamine residue in Grimm’s pocket and Konop smelled of marijuana, according to court papers. Konop’s drivers license was suspended for a past impaired driving conviction.

Grimm claimed to have been driving but several witnesses told police they saw Konop behind the wheel. Blood samples from both were collected.

Police said they seized personal belongings of Konop and Grimm from the stolen truck as well as drug paraphernalia. Both were being held at the Westmoreland County Prison. Konop’s bail was set at $75,000 and Grimm is being held on $50,000 bail.

Preliminary hearings are set for April 4. Neither suspect had an attorney listed in online court records.
