Crews will tear out and replace part of a new bridge deck in Donegal Township beginning May 6 because it was placed at the wrong elevation last year.

The bridge carries County Line Road over Roaring Run, at the border of Westmoreland County and Saltlick Township, Fayette County. It is being replaced as part of PennDOT’s Rapid Bridge Replacement program — a public-private partnership with Plenary Walsh Keystone Partners.

The replacement was planned in two phases, allowing one lane of the bridge to remain open throughout the project. Work was to have been completed by the end of 2018, but engineers discovered “an elevation issue in the bridge deck, located between the two phases of construction,” according to project spokesman Rory McGlasson. “It was determined that the bridge deck placed during phase one of construction was 2 to 3 inches lower than it should be and would have to be removed and replaced.”

To accommodate motorists traveling to Seven Springs Mountain Resort and other nearby businesses, both lanes of the bridge were temporarily opened to traffic over the winter, McGlasson said. Now that spring has arrived, traffic will be restricted once more so the part of the deck that is out of place can be replaced.

As during last year’s work, a single lane of alternating traffic will be controlled by temporary signals.

If all goes well and the weather cooperates, both lanes of the bridge will be open again in early July, McGlasson said.

Later that month, flaggers will control traffic as crews return to top the deck with a polyester polymer concrete overlay and then a final wearing course of asphalt.

McGlasson said the project contractor will be responsible for the cost of replacing the problematic part of the deck.
