Bolivar man must repay $8,600 for falsifying time sheets

A Bolivar man admitted Tuesday that he faked time sheets to showing he was working as a home health care assistant for nearly four years when, instead, he was working at a local business.

Clark Michael Baird, 61, was sentenced Tuesday by Westmoreland County Common Pleas Court Judge Meagan Bilik-DeFazio to serve one year on probation and repay the state more than $8,600 for work investigators said he did not do.

According to court records, investigators say Baird submitted time sheets between 2015 and 2018 and was paid for 596 hours he claimed he served as a personal health care assistant as part of a state program. A review of payroll records from Specialty Tires of America in Indiana County revealed Baird worked those same hours at that business, police said.

Agents with the state’s Attorney General’s Office claimed payroll records indicated Baird continued to bill the state and was paid for about a month after he was replaced in his caregiver job by another health care assistant.

As part of Baird’s guilty plea, prosecutors agreed to dismiss charges of fraud and theft.
