Longtime PennDOT District 12 official William Kovach is now the top district executive for the four-county engineering district based in Uniontown.

Kovach succeeds Joseph Szczur, who retired on June 26 after serving as district executive since March 2004. In his new role, Kovach will oversee PennDOT operations in Westmoreland, Fayette, Washington and Greene counties.

Kovach has more than 38 years of experience in the transportation field and served with PennDOT District 12 since 1986, beginning as a Civil Engineer. He was promoted to senior civil engineer in 1988, became the acting structure control engineer in 1997 and an assistant construction engineer in 1998.

In 2005, he was named construction support services engineer and then maintenance support services engineer.

Most recently, he served as assistant district executive for construction, beginning in 2007, and briefly filled the post of assistant district executive for design in 2010.

Kovach holds a bachelor’s degree in civil engineering from West Virginia University, is a registered professional engineer and a member of American Society of Highway Engineers, Southwest Pennsylvania Chapter.
