Monroeville EMT accused of faking $30K worth of hours on time card

A Monroeville Fire Department EMT is facing charges that accuse him of marking up his time card with hundreds of fraudulent hours, according to the Allegheny County District Attorney’s Office.

Samuel Levy, 33, of Monroeville was paid more than $30,000 in undue wages, a criminal complaint claims.

He faces charges of receiving stolen property, unlawful use of a computer and two counts of theft.

The president of Monroeville Fire Department Station No. 1, Levy also worked as a part-time EMT there.

According to police records, Levy is accused of documenting time that he did not work.

Investigators were able to unravel Levy’s scheme when his name appeared on several emergency call logs where he was not on the job.

Monroeville fire stations share patient care software with a payroll component where employees log their hours worked.

“Each employee is responsible for entering their own hours worked into the software and there is no one at the station responsible to ensure the hours entered into the system match the schedule/hours actually worked,” according to the criminal complaint.

A specific incident was recorded on Feb. 5 where Monroeville Station No. 5 responded to a call. Levy was not on the call but had logged eight hours for the service, according to the criminal complaint.

Investigators found that since 2019, nearly 880 of Levy’s hours were mismanaged.

Other alleged instances of fraud include Levy being paid duplicate time for the same shift and overtime for a duplicate shift.

Levy also worked as a full-time dispatcher for the Monroeville Police Department. Investigators say he also added EMT hours when he was at his dispatching job.

Monroeville Police Chief Doug Cole said Levy has been a full-time dispatcher with the municipality since June 2015.

Levy was suspended with pay pending disciplinary action, Cole said.

The chief also issued a statement about his department’s internal investigation.

“Based on reviewing his employment records at the municipality of Monroeville, we believe there was no theft (from the police department) as a dispatcher,” Cole said.
