Fox Chapel, O'Hara eyeing comprehensive plan to improve quality of life

Fox Chapel and O’Hara leaders are teaming up to address the effects of climate change, ease traffic congestion and boost active transportation opportunities as a way to improve the quality of life.

A joint comprehensive plan has been underway for about two years.

Officials recently got a boost, in the form of a nearly $23,000 grant, from the state Municipal Assistance Program to help implement the plan.

The program provides financial assistance to revitalize municipalities across the state.

Money will come through the Department of Community and Economic Development.

“We are glad that the state has recognized by way of this grant O’Hara Township’s and Fox Chapel Borough’s efforts and commitment to developing a joint implementable comprehensive plan for our residents, institutions and businesses,” Fox Chapel Manager Gary Koehler said.

The plan will also address stormwater management, zero-carbon energy sources and ways to engage civic engagement.

Consultants, Pashek+MTR, compiled results of a survey that was answered by more than 1,300 residents.

According to the results, a majority of people said they would like to see the following:

• More active transportation opportunities including improved sidewalks and more walking and biking trails.

• Traffic calming and congestion, including speed enforcement, traffic reduction and improved public transportation.

• Stormwater management and flood prevention.

A majority of people noted that the communities do a great job of preserving green space, providing public services and emergency services.

More than 75% of people said fortifying safety is their top priority. It was followed by stormwater management/flood prevention, collaboration with the school district, establishing walkable and bikeable communities and consideration of infrastructure needs.

State Rep. Mandy Steele, who previously served on Fox Chapel Council, said the grant allows the municipalities to begin addressing environmental issues on a local level and also look at other issues impacting O’Hara and Fox Chapel.

“As a commonwealth, we must work together to protect our environment, starting right here in our community,” she said.
