Allegheny County Jail inmates face charges in cell attack, extortion

Two incarcerated men in the Allegheny County Jail are facing charges after authorities said they rushed into another man’s cell and assaulted him with a makeshift weapon.

Kesean Proctor, 20, of Turtle Creek and Keyjuan King, 25, of Duquense are accused of aggravated assault, robbery, conspiracy and a litany of other charges.

According to the complaint, the pair entered the victim’s cell on June 5, bound him by his hands and feet and began assaulting him. Police said he sustained approximately 30 stab wounds to his thighs, arms and head from a nail attached to a spork.

Court records show that afterward, Proctor and King logged onto a jail-issued tablet, called the victim’s daughter and demanded $1,000 through the peer-to-peer payment service Cash App. She declined, the complaint states.

Corrections staff discovered the victim nearly an hour after the assault, and he was transported to Allegheny General Hospital, police said.

Investigators collected evidence, in part, using a recording of the video call where the victim sounds clearly distressed, the complaint states.

Police believe Proctor and King took $200 to $300 worth of commissary items from the victim’s cell.

They are awaiting a preliminary hearing.
