South Buffalo, East Franklin want local input in community survey

South Buffalo and East Franklin officials are seeking advice from community members through a survey.

The questionnaire is part of a joint comprehensive plan in the works for the two Armstrong County townships.

Comprehensive plans, which municipalities typically revisit each decade, serve as a general roadmap for the goals and direction of a community.

The two townships previously collaborated on a comprehensive plan in 2003, said Sally Conklin, a municipal coordinator for MECALL Services, the consulting firm guiding the plan.

So far, she said, the survey has recorded about 85 responses, but she’s hoping for upward of 1,000.

“I encourage everyone’s input because it guides the future of their municipality,” Conklin said.

Consisting of 14 questions, the survey asks the community to consider potential improvements and amenities in the townships, such as new businesses or a public boat launch.

Conklin said the comprehensive plan’s steering committee would consider the responses before hosting a public meeting this year or in early 2026.

Those interested can find a link to the survey by searching for “South Buffalo survey” online or by visiting the South Buffalo or East Franklin municipal buildings for a paper copy.

The survey is set to close Oct. 5.
